Sangley Point, on the Cavite peninsula south of Manila Bay, served as a U.S. Naval installation from the Spanish-American War period until its transfer to the Philippine government in 1971. The scrip issued there was functional base currency — legal only within the installation's confines — intended to prevent American military dollars from leaking into the local Philippine economy during the post-independence transition years.
These fractional cent denominations circulated heavily in the PX and mess facilities and survive in poor condition far more often than not. The 25-year span of validity attributed to this series reflects administrative continuity rather than a single print run.
