Velilla de Ebro is a small municipality in Zaragoza province, and this piece belongs to the extraordinary proliferation of emergency local scrip issued across Republican-held Spain during the Civil War. With central coin supplies effectively paralyzed by wartime hoarding and metal diversion, thousands of ayuntamientos and municipal councils printed their own fractional notes — many, like this one, in formats barely larger than a postage stamp.

The Garicano Moner catalogue reference places it firmly in the Aragon series. At 36 × 32 mm, it is among the smallest pieces of paper money produced anywhere in twentieth-century Europe.
