Torroja del Priorat is a village in Tarragona province with a population that has rarely exceeded a few hundred. During the Spanish Civil War, the Republican government's decree of August 1937 authorized municipalities to issue their own fractional emergency currency — "moneda local de necessitat" — to address a catastrophic shortage of small coinage. Torroja's issue is among the most diminutive in the entire series, not just physically but in print run: issues from villages this small were often produced in quantities of a few hundred to a couple of thousand notes, hand-stamped by the local council secretary.
