Obverse description Central round hole pierces the field, surrounded by four interlaced crowned royal monograms of Léopold II arranged symmetrically in a cruciform pattern. A beaded inner border frames the central design, while the full circular legend reads '* LEOP. II R.D. BELGES SOUV. DE L'ETAT INDEP. DU CONGO' in raised Latin lettering along the outer rim. Small ornamental rosettes serve as separators within the legend. The overall design is flat and graphic in the Art Nouveau-influenced official style of the Congo Free State issues.
