Valença is a fortified border town in northern Portugal, directly across the Rio Minho from Viana do Castelo — and from Spain. Municipal chambers across Portugal issued small-denomination emergency cédulas during the severe coin shortage that gripped the country in the late 1910s, and Valença was among dozens of concelhos that turned to the Litografia Nacional in Porto for the job. The printer handled an enormous volume of these local issues simultaneously, which accounts for the family resemblance across many northern Portuguese municipal cédulas of the period.
At this denomination, the note would have handled the smallest daily transactions — tram fares, bread, postage.
