Cuba's INTUR coinage was issued specifically for use by foreign tourists, creating a parallel currency system designed to capture hard currency while preventing visitors from accessing the peso economy. These aluminum pieces circulated exclusively within tourist-designated hotels, shops, and resorts — the so-called "diplotiendas" — where ordinary Cubans were legally prohibited from spending or even possessing them.

The 1988 issue falls within the final years before Cuba's "Special Period," when the Soviet subsidy collapse would make hard-currency extraction even more aggressively structured.
