The Mindanao Emergency Currency Board was one of several provincial and municipal bodies that issued guerrilla currency across the Philippine islands during the Japanese occupation. These notes were produced under significant material constraints — paper, ink, and printing equipment were improvised or scrounged — and their circulation was fundamentally an act of defiance, keeping a functioning economy alive in territory where Japanese military scrip was either rejected or unavailable.

The S481 series is among the more obscure Mindanao emissions. Signatories Saguin, Pacana, and Barbasa were local civil administrators operating under extraordinary circumstances, their names on the note carrying real legal and personal risk.
