Iloilo, as the commercial hub of the Western Visayas, warranted its own local emergency authorization rather than relying solely on Manila-issued notes.
The S-prefix in the Pick reference denotes a specialized or regional issue — these Iloilo branch notes are among the more elusive of the Philippine wartime provincials, as many were destroyed, lost, or simply never recovered following the Japanese occupation of Iloilo in April 1942.
