Ecuador contracted this issue to the Philadelphia Mint, one of several foreign minting arrangements the country relied on through the early twentieth century due to the absence of a functioning domestic mint. The 1919 date falls during a period of significant political instability following the Liberal Revolution's long aftermath, with coastal banking interests still heavily influencing monetary policy from Guayaquil.
