Bank Polska Kasa Opieki — PKO — issued these small-denomination bon towarowy notes specifically for use in the Pewex hard-currency shops, where Polish citizens could spend foreign exchange remittances without the state losing control of the dollars. The 1960 series replaced an earlier bon issue and was printed domestically, unusual given that Poland's NBP banknotes of the period were typically produced abroad.

The bon system was a political mechanism as much as a monetary one — it allowed the government to capture Western currency flowing in from the diaspora while maintaining the fiction that ordinary złoty commerce remained untouched by dollar economics.
