Obverse description Central device depicting two clasped hands in a handshake, each wrist adorned with a decorative cuff, with a caduceus — the winged staff entwined by two serpents — rising between them and suspending a pair of balance scales on either side, symbolising justice and accord. The entire central motif is enclosed within a circular border and framed by two symmetrical laurel branches meeting at the base. The field is otherwise unlettered, with the design filling the full flan to the inner border.
