Issued to mark the Torrijos-Carter Treaties of 1977, which transferred control of the Canal Zone to Panama in stages — full sovereignty arriving on December 31, 1999. The negotiation was a cornerstone of Omar Torrijos's political career and a direct result of sustained Panamanian pressure dating back to the 1964 Flag Riots, during which 21 Panamanians and 4 U.S. soldiers were killed in clashes over the right to fly the Panamanian flag in the Zone.
KM#58 was struck by the Franklin Mint under contract, as Panama lacked its own mint facility.
