The Mancomunidad de la Axarquía is a municipal federation covering the comarca east of Málaga, and this piece belongs to a short-lived wave of Spanish local emergency and commemorative scrip that flourished briefly in the late 1980s as certain regional bodies experimented with sub-national monetary instruments ahead of deeper EU integration. The "axarquillo" denomination was invented whole cloth for this issue — it circulated, if at all, only symbolically within participating municipalities.
Sterling silver for a five-unit local token is a deliberate choice, not an accident of procurement.
