La Rioja's provincial austral notes were issued in 1986 as a direct response to the chronic shortage of small-denomination federal currency that plagued Argentina's interior provinces during the hyperinflationary spiral of the mid-1980s. They are not federal obligations — they circulated as de facto local scrip, legally grounded in provincial emergency decree, accepted by provincial government offices and participating merchants but carrying no guarantee from the Banco Central de la República Argentina.

Casa de Moneda printed them, which gave the notes a veneer of official legitimacy their actual monetary standing didn't quite warrant. Provincial issues from this period were often redeemed at a discount once federal liquidity improved, and many were simply absorbed into everyday transactions and worn to destruction.
