The Okrožni Narodno Osvobodilni Odbor za Brda was one of several partisan administrative bodies operating in the Goriška region during the German and Italian occupation — Brda being the hilly wine-growing territory straddling what is now the Slovenian-Italian border. These committees issued local currency as a practical tool of resistance governance: paying informants, compensating farmers for requisitioned goods, and maintaining a semblance of civil order in liberated or contested zones.

Partisan notes of this type were produced under primitive conditions, and the paper quality reflects it. The high nominal value — 5,000 Lire — was a direct response to wartime inflation, not prosperity.
