The BCEAO's long-running signature rotation on this series reflects the bank's unusual governance structure: one signature belongs to the sitting Finance Minister of the member state currently holding the rotating presidency, the other to the BCEAO Governor. The 2007 pairing of Compaoré and Baro, for instance, tracks directly to Burkina Faso's turn in that chair.
