The BCEAO was established in 1959 as the successor institution to the Institut d'Émission de l'Afrique Occidentale Française, and this high-denomination note belongs to the earliest years of that transition — issued across member states that had only just achieved independence. The rotating national signatories are the real story here: the left signature changed depending on which member state's national director was designated, while Robert Julienne held the right signature across nearly the entire run as the institution's first director-general, only replaced by Abdoulaye Fadiga in the final 1965 pairing.
That single Kodjo/Fadiga combination makes it the rarest signature variant in the series.
