The BCEAO was established in 1959 as the successor to the Institut d'Émission de l'Afrique Occidentale Française, and this high-denomination note from the opening years of its operation reflects a transitional moment — newly independent member states sharing a common currency but each asserting a degree of national ownership through the signature pairings. The rotating left-hand signatory across the 1961–1965 date range corresponds to individual national governors, while the right-hand signatory position held by Robert Julienne and later Abdoulaye Fadiga represents the BCEAO directorate.
Henri Konan Bédié, who signed the final variant with Fadiga, went on to serve as President of Côte d'Ivoire from 1993 to 1999. Edem Kodjo later became Prime Minister of Togo.
