Bonn's municipal authority — covering both the city and the surrounding Siegkreis district — issued this note during the hyperinflation acceleration of 1923, when the pace of denomination collapse made overprinting existing stock the only practical option. Printing new plates for every new denomination was simply impossible; by mid-1923, face values were being multiplied by factors of tens of thousands within weeks.
M. Dumont Schauberg, a Cologne press better known for newspaper production, handled the work. The print run of over twelve million suggests this overprint was treated as a genuine circulating necessity, not a commemorative or emergency stopgap.
