Leutkirch im Allgäu was a small Württemberg market town with no particular financial infrastructure, yet like hundreds of German municipalities in 1923 it was forced into the notgeld business simply to keep local wages paid. By the time denominations reached the millions, the Reichsbank's supply of official currency was so far behind the printing presses that towns, districts, and even individual businesses were issuing their own emergency paper. The Stadtpflege — the municipal treasury office — was the administrative body responsible here, a telling detail: this is civic bookkeeping stretched to its breaking point.
The watermark is an uncommon feature at this denomination level and this tier of issuer, where most comparable municipal notes were printed on plain stock with no security pretense whatsoever.
