Landkreis Düsseldorf — the rural district surrounding the city, administratively distinct from the city of Düsseldorf itself — was one of hundreds of German local authorities forced into emergency currency issuance during the hyperinflation of 1923. By the time a 5,000,000 Mark denomination made practical sense, the Reichsbank's own supply chain had completely broken down; municipal and district bodies printed what they needed to pay wages and keep commerce moving at the local level.

Greven & Bechtold in Cologne handled a substantial volume of Notgeld work during this period, and their output for Rhine Province issuers is well documented. The note's Prussian provincial administrative origin matters for collectors sorting by issuing authority — Landkreis pieces are frequently miscatalogued alongside city issues.
