Aschaffenburg's municipal administration, like hundreds of German cities in mid-1923, was forced into issuing its own emergency paper because Reichsbank notes were depreciating faster than the central presses could print replacements. The five million Mark denomination — unimaginable three years earlier — was already losing purchasing power within days of issue. By late 1923, city-issued Notgeld of this face value was being used to buy a single loaf of bread, if that.
The watermark is one of the few security gestures still being applied at this stage of the inflation; many contemporaneous municipal issues abandoned such measures entirely as production speed became the only priority.
