Pforzheim's city treasury issued this note in 1923 at the height of the German hyperinflationary collapse, when municipal and commercial authorities across the Reich were authorized to produce emergency currency — Notgeld — to compensate for the central bank's inability to supply denominations fast enough to meet daily wage demands. By August of that year, workers were being paid twice daily, since money lost meaningful value between morning and afternoon.
The embossed seal was the issuing authority's primary authentication device, a method that required no specialized printing infrastructure and could be applied locally — practical for a mid-sized Baden municipality with no dedicated security press.
