Vereinigte Kreise Cochem, Simmern und Zell was a combined administrative district in the Moselle-Hunsrück region of the Rhineland, and like hundreds of German municipalities in the summer of 1923, it was forced to issue its own emergency currency as the Reichsmark collapsed faster than the Reichsdruckerei could print. At five million Mark, this note was already an intermediate denomination — within weeks of similar issues, the arithmetic of hyperinflation had made it nearly worthless before it could change hands twice.
The embossed seal was the issuing authority's primary hedge against counterfeiting, a real concern when local notgeld flooded the market from every Landkreis, town council, and commercial house simultaneously.
