Reichenau im Sachsen was a small textile-manufacturing town, and like hundreds of similarly sized German municipalities in late 1923, its local treasury — the Gemeindekasse — was authorized to issue its own emergency currency as the Reichsbank lost all meaningful control over monetary supply. By November 1923, a single U.S. dollar was exchanging for roughly 4.2 trillion Marks, which gives the five billion denomination here a sense of just how compressed that final inflationary spiral actually was: notes like this became obsolete within days of printing.

The watermarked paper is an unusual security feature at this level of local issue — many comparable Notgeld from towns of this size dispensed with it entirely.
