Gütersloh's municipal treasury joined the flood of German emergency currency issuers during the hyperinflation peak of late 1923, when the Reichsmark was losing value faster than notes could be printed. At five billion marks, this denomination reflects the final weeks before the Rentenmark stabilization of November 1923 effectively ended the crisis — notes at this level were spending money, not savings.
Ludw. Flottmann was a local Gütersloh printer, and the embossed stamp was the municipality's low-cost substitute for more sophisticated anti-counterfeiting measures. At that point, the economics of forgery had collapsed anyway.
