Recklinghausen's municipal authority issued this five-billion-mark note during the absolute peak of Weimar hyperinflation — by late 1923, denominations of this magnitude were routine, spent within hours of receipt before their value collapsed further. Municipal issues like this one filled a practical void left by the Reichsbank's inability to print and distribute currency fast enough to meet daily demand.
Local notgeld of this period was typically printed on whatever stock was available, often by regional commercial printers with no banknote experience.
