Paraguay's 1974 commemorative program was issued under Alfredo Stroessner, whose dictatorship maintained a peculiar diplomatic warmth toward the United States despite running one of South America's most repressive regimes. The Kennedy issue was part of a broader international gold commemorative wave that followed the 1971 Nixon shock — the suspension of dollar convertibility freed gold pricing and briefly made government-issued gold collectibles commercially attractive to foreign buyers rather than domestic ones.

KM#146 was never intended to circulate. The 4500 guaraní face value was a fiction; per-capita income in Paraguay that year made the denomination essentially meaningless as currency.
