Paraguay's early 1970s gold program was a nakedly commercial enterprise — dozens of high-denomination commemorative issues struck almost exclusively for the international collector market, with no serious expectation of domestic circulation. This Dürer piece was part of that run, timed loosely around the movements of the Franklin Mint era when newly wealthy coin collectors in North America and Europe were absorbing exactly this kind of product. Mintages were kept deliberately low to sustain premium pricing.
Dürer died in Nuremberg in 1528, leaving no connection to South America whatsoever.
