China's 1979 piedfort gold issues were produced for the International Year of the Child, a UN initiative that prompted commemorative programs from mints worldwide. For the People's Republic, this was among the earliest gold coins issued for international collector markets — Beijing had only recently begun engaging with Western numismatic channels following the normalization of U.S.-China relations earlier in the decade.
The piedfort format, with its doubled planchet thickness, was almost certainly adopted to signal prestige to foreign buyers rather than for any domestic purpose. These were not circulated in China.
