This piece belongs to a curious category of Zambian commemorative issues produced around the turn of the millennium, largely for the collector export market rather than domestic circulation. Zambia's use of Elizabeth II's effigy alongside a tribute to Queen Victoria reflects a fairly common Commonwealth commemorative formula of the period, in which issuing authority and subject matter had little direct historical connection to one another.

Victoria never held any formal relationship to the territory that became Zambia — it was administered as Northern Rhodesia under the British South Africa Company until 1924, then as a Colonial Office protectorate, gaining independence in 1964, well after her death in 1901.
