Flanking the central emblem, the inscription 'XIII JEUX OLYMPIQUES D'HIVER LAKE PLACID 1980' appears in Latin script, while the Arabic equivalent legend 'الالعاب الاولمبية الشتوية الثالثة عشرة' arcs along the upper periphery. Lebanon struck this piedfort to coincide with the 1980 Winter Olympics held at Lake Placid — an unusual sponsorship for a country with no winter sports tradition to speak of, and one issued while Beirut was actively fragmenting under civil war. Piedforts, struck at double the standard planchet thickness, were a French minting convention that the Banque du Liban adopted for prestige collector issues during this period.

The timing is stark. By 1980, Lebanese state institutions were functioning in name more than in practice.
