Sugar rationing stamps of this type were issued by county-level governments across Hebei during the early 1970s as part of the broader commodity rationing infrastructure that had been in place since the late 1950s. The "shi liang" unit — a traditional Chinese weight measure equal to one-tenth of a jin — was used on grain and sugar coupons precisely because it allowed tight local control over allocation quantities. A four shi liang sugar stamp covered a modest monthly sugar ration, reflecting just how constrained supplies remained in rural Hebei more than a decade into collectivization.
Wuqiao County, located in the southeastern corner of Hebei, was an agricultural district with no particular industrial base, and its locally printed coupons show it — production values on county-level stamps from this period varied enormously depending on what printing resources were available locally.
