Penzig — now Pieńsk, in present-day Poland — was a small industrial town in Upper Lusatia, and Tietze & Seidensticker was one of dozens of local firms that issued low-denomination Notgeld during the acute coin shortage of the First World War years. The 4 Pfennig denomination is notably odd: most municipal and commercial emergency issues clustered around 5, 10, 25, and 50 Pfennig to mirror the missing coinage. A 4 Pfennig piece suggests the firm had a very specific internal pricing need — likely a factory canteen or piece-rate wage rounding.
No Reichsbank authorization was required for these private commercial issues below 1 Mark, which is why such a narrowly functional denomination could exist at all.
