H.M.S. Argus was one of several Royal Navy vessels authorized to issue fractional paper currency for internal use — small-denomination notes that allowed officers and crew to conduct transactions aboard ship without relying on coin, which was both scarce and prone to disappearing over the side. These ship's notes circulated exclusively within the vessel's economy and had no validity ashore.
The 4 Pence denomination points to a genuine transactional need rather than a commemorative or novelty issue — awkward fractions like this one existed because canteen prices, tobacco rations, and mess accounts rarely rounded to even shillings.
