The Hadsegélyező Hivatal — Hungary's wartime military relief office — issued these fractional notes in 1916 to address the acute small-change shortage that had gripped the Austro-Hungarian home front as coin metal was diverted to munitions. At 4 fillér, this is one of the lowest denomination emergency issues produced by any belligerent power during the First World War.
Globus was a Budapest commercial printer, not a security press, which explains why authentication depended entirely on manuscript signatures from a lieutenant general and a lieutenant colonel rather than any sophisticated anti-counterfeiting technology. The official stamp served the same compensatory function.
