The Netherlands has never adopted the euro as its currency in a denomination of 4 — this is a fantasy or novelty note, not a legal tender instrument. The "4 Euro" face value corresponds to no denomination ever issued by the European Central Bank or De Nederlandsche Bank, and the euro system has no 4-euro denomination in any member state.

Such pieces are typically produced as souvenir or collector items tied to cultural anniversaries. Rembrandt's 350th death anniversary fell in 2019, which almost certainly prompted this issue.
