The National Liberation Committee for the Slovenian Coast issued these notes as a wartime parallel currency in the territory contested between Axis occupation forces and Yugoslav Partisan resistance. The Slovenian Littoral — long disputed between Italy and Yugoslavia — was under German military administration following Italy's 1943 armistice, and the Partisans needed a functioning medium of exchange to sustain their administrative and logistical operations in the region.

The 4,000 Lira denomination is an unusual figure by any standard, chosen to match the purchasing realities of wartime inflation rather than any conventional monetary logic. Notes from this committee are rarely encountered in quantity; production was improvised and distribution was necessarily clandestine.
