Obverse description A detailed architectural rendering of the Phnom Penh Independence Monument occupies the centre of the field, depicted in a Khmer tower style with multi-tiered spires and columned base set upon a broad platform. The denomination '3,000 RIELS' appears to the left of the monument, while the inscription 'INDEPENDENCE MONUMENT' is positioned to its right. The legend 'KINGDOM OF CAMBODIA' curves along the lower rim. A decorative scrollwork border of traditional Khmer floral motifs frames the entire design around the inner edge.

Cambodia's participation in the Beijing Olympics was largely symbolic — the country sent a small delegation with no realistic medal prospects, as had been the case at nearly every Games since its first appearance in 1956. The National Bank issued this piece well ahead of the 2008 Games as part of a broader regional pattern of commemorative silver issues that flooded the collector market in the mid-2000s, many produced by European minting contractors on behalf of smaller nations with limited domestic minting infrastructure.

KM#151 is a collector-only issue; it saw no circulation.
