Paraguay's flurry of gold commemorative issues in the early-to-mid 1970s were produced almost entirely for the international collector market, with no serious expectation of domestic circulation. This Kennedy piece appeared over a decade after the assassination, grouped with a broader series honoring foreign statesmen that had little to do with any bilateral relationship between Asunción and Washington.
KM#138 was struck by the Casa de Moneda under Stroessner's government — an odd pairing of subject and issuer, given Kennedy's administration's ambivalence toward Latin American military dictatorships.
