Paraguay had no meaningful connection to the Apollo 11 mission — this is straightforwardly a collector-market coin, one of dozens issued by smaller nations throughout the 1970s capitalizing on space-program nostalgia for foreign exchange revenue. The practice was widespread enough that the Franklin Mint and similar distributors actively solicited governments to license their mints for exactly this purpose.
KM#175 was part of a broader Paraguayan gold proof series from this period targeting the American and European collector market, not domestic circulation.
