| Obverse description | Central field features a stylized square cartouche divided into six panels containing the full royal name and title of King Birendra Bir Bikram Shah Dev, rendered in Devanagari script. The cartouche is flanked by decorative foliate scroll elements on either side, with the auspicious legend 'Shri Shri' appearing at the top in Devanagari. The Bikram Samvat date 2048 is inscribed at the base of the cartouche. The entire design is surrounded by a beaded border. |

Nepal's 1991 parliamentary session marked the restoration of multiparty democracy after three decades of partyless Panchayat rule, which King Mahendra had imposed following a royal coup in 1960. The 1990 People's Movement — Jana Andolan — forced King Birendra to lift the party ban and accept a constitutional monarchy, and this issue commemorates the first session of the newly elected parliament that followed.
