Issued to mark the founding of the Agriculture Development Bank (Krishi Bikash Bank), this commemorative was struck during a politically turbulent period in Nepal — 1990 had brought the end of the Panchayat system and a new constitutional monarchy under Birendra, with multiparty democracy restored after decades of royal autocracy. Commemorative silver issues of this type were largely exported or sold to collectors abroad rather than circulating domestically, a pattern consistent with Nepal Rastra Bank's output throughout the 1990s.
