Reverse description Plain paper ground with a repeated small circular underprint pattern distributed across the field. The upper portion carries a large stylised Cyrillic heading in open decorative lettering reading 'ПЕРМСКОЕ ГОРОДСКОЕ САМОУПРАВЛЕНІЕ.' Below, a block of smaller printed text sets out the terms of the short-term 6% loan issued by the Perm City Society on the authority of the Perm City Duma resolution of 20 December 1917, secured against all movable and immovable property of the city of Perm, with maturities of six to twelve months.

Perm's municipal authority issued this note during the chaotic currency drought of late 1917, when the collapse of central supply from Petrograd forced dozens of Russian cities to print their own emergency money. These city-society notes — issued by local civic bodies rather than banks — occupy a legally ambiguous space: they were obligations of the municipality, not the state, and their enforceability depended entirely on local confidence that outlasted no one for very long.

The 300-rouble denomination is unusually high for a municipal surrogate. Most provincial city issues ran to small change; a note of this face value suggests either acute inflation pressure or a specific local payroll or procurement need driving the print run.
