Italian fiduciary notes of the 1970s emerged from a genuine coin shortage — the vending machine and telephone industries had made small-denomination coins effectively disappear from daily commerce, and the state was too slow to respond. Private savings banks, merchants, and municipalities filled the gap by issuing their own emergency scrip under a loosely applied legal tolerance that was never formally authorized and later quietly prohibited.

The Cassa di Risparmio di Trento e Rovereto was one of several northern Italian savings institutions that issued these miniassegni-style notes. They circulated regionally and were accepted largely on the strength of the issuing institution's local reputation.
