One of dozens of regional emissions that flooded the Russian Far East after the collapse of central authority in 1917. The Khabarovsk Branch of the State Bank had no mandate to issue independent currency under normal conditions — these notes were a local improvisation, an attempt to keep commerce moving while Bolshevik, White, and interventionist forces cycled through control of the city. Khabarovsk changed hands repeatedly between 1918 and 1922, and the notes issued during this window carry the full uncertainty of that period.
The perforation and seal were the branch's attempt at rudimentary authentication in the absence of properly engraved security printing.
