The five signatures printed on any given example of this note represent a rotating cast — P#99 carries up to ten different signatory combinations drawn from a pool of cashiers and officials, none of them senior enough to be historically recognizable figures. It was a bureaucratic workaround for high-volume wartime issuance, not a meaningful authorization chain.

This note was printed during the Civil War period when the young Soviet state was hemorrhaging currency into an economy already wrecked by years of war and hyperinflation. The 1919 RSFSR issues circulated alongside Tsarist leftovers, White Army scrip, and regional money — purchasing power was largely fictional by the time most of these notes changed hands.
