The Priamur Regional Government was one of several short-lived anti-Bolshevik administrations that proliferated in the Russian Far East following the October Revolution. This 30 kopeck note belongs to a fractional series issued under conditions of near-total monetary chaos, when Siberian and Far Eastern commerce was running on a patchwork of local scrip, Kerensky rubles, and whatever tsarist coins remained in circulation.

The 30 kopeck denomination is an odd choice — not a standard fractional unit — which suggests it was calculated against a specific local shortage of change rather than issued as part of any coherent monetary plan. The Priamur issues were superseded within a few years as the region fell under Soviet control by 1922.
