One of thousands of Austrian municipal Notgeld issues printed during the acute small-change shortage of 1920, this 30 Heller from the Mühlviertel township of St. Martin im Mühlkreis was produced by the Linz firm of L. Haasz — a regional commercial printer responsible for a considerable number of Upper Austrian emergency issues during this period. The shortage that prompted these notes was real and disruptive: postwar inflation had driven metallic coins out of circulation almost entirely, forcing individual Gemeinden to fund and distribute their own fractional paper.
The Jaksc/Pick reference 127a-30.13 places this within a well-documented local series, which helps authenticate examples against known variants.
