Obernberg am Brenner is a small Tyrolean village straddling the main Alpine transit route between Innsbruck and Bolzano — strategically irrelevant by 1920, but economically strangled like everywhere else in post-war German-Austria. The Heller notgeld issues that flooded out of Austrian municipalities between 1919 and 1922 were a direct response to the near-total collapse of small-denomination coinage circulation; the central government simply could not supply enough coin to keep local commerce moving.
Bürgermeister Hölzler's signature as sole authorizing signatory is typical of the smaller Tyrolean commune issues, where the office of mayor carried full responsibility for local currency obligations. The JPR0685Id designation places this firmly within the documented Jaksch-Pick Austrian notgeld series.
